AN ACT Relating to the Washington institute for applied technology; amending section 611, chapter 19, Laws of 1989 1st ex. sess. (uncodified); adding a new section to chapter 28C.15 RCW; creating new sections; repealing RCW 28C.15.010, 28C.15.020, 28C.15.030, 28C.15.900, and section 2, chapter ___, Laws of 1990 (section 2 of this act); making an appropriation; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature recognizes the value of vocational education services to the citizens of the state and the importance of having these services delivered in a coordinated and cost-effective manner.  The legislature especially understands the importance of vocational education and employment to the state's economically disadvantaged citizens and the valuable services being provided to these citizens by the Washington institute of applied technology in the Seattle central area and Rainier valley.  Therefore, it is important that the services of the institute be coordinated with other vocational education providers and be accountable to a state-wide entity experienced and qualified in providing vocational education services.  It is also important that the governance of the institute be considered in any general review of the operations and delivery of vocational services in the state.   The legislature intends to analyze how the Washington institute of applied technology is fulfilling its mission and goals and, depending upon the results of the report required under section 3 of this act, review other options for improving delivery of services.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28C.15 RCW to read as follows:

          The board of directors of the Washington institute of applied technology shall submit budgets for approval or disapproval to the state board for vocational education or the appropriate entity within the office of the governor.  Before offering any courses for the 1990-91 school year, all course offerings shall be submitted for approval or disapproval to the state board for vocational education or the appropriate entity within the office of the governor.

 

          NEW SECTION.  Sec. 3.     (1)  The powers and duties of the board of directors of the public nonprofit corporation governing the Washington institute of applied technology shall terminate June 30, 1992.

          (2) By January 1, 1991, the state board for vocational education or the appropriate entity within the office of the governor shall report to the legislature on the following:

          (a)  Progress in obtaining accreditation from an accrediting association recognized by the higher education coordinating board and assurances that all requirements for accreditation will be met by June 30, 1991;

          (b) Publication of a catalog describing its mission, services, programs, and courses by June 15, 1990;

          (c)    Provision for all instructors to have vocational certification or meet qualifications similar to those required for instructors of courses in public vocational technical institutes or community colleges by June 30, 1990;

          (d)  Adoption of a revised mission statement by June 30, 1990; and

          (e) The status, with specific examples, of implementation of the recommendations contained in the January 1990 study of the Washington institute of applied technology prepared by the state board for vocational education within the office of the governor.

 

          NEW SECTION.  Sec. 4.  The following acts or parts of acts are each repealed effective June 30, 1992:

                   (1) Section 1, chapter 492, Laws of 1987 and RCW 28C.15.010;

          (2) Section 2, chapter 492, Laws of 1987 and RCW 28C.15.020;

          (3) Section 3, chapter 492, Laws of 1987 and RCW 28C.15.030;

          (4) Section 4, chapter 492, Laws of 1987 and RCW 28C.15.900; and

          (5) Section 2, chapter ___, Laws of 1990 (section 2 of this act) and RCW 28C.15.---.

 

        Sec. 5.  Section 611, chapter 19, Laws of 1989 1st ex. sess. (uncodified) is amended to read as follows:

          ((The appropriation in this section is subject to the following conditions and limitations:  This appropriation is provided solely for fiscal year 1990.))

 

 

          NEW SECTION.  Sec. 6.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
