                                   SENATE CONCURRENT RESOLUTION NO. 8415

WHEREAS, The Legislature finds that the economy of the State of Washington has experienced significant changes during recent years; and

          WHEREAS, The needs and expectations of the people of the State of Washington regarding the provision of state services have changed over time; and

          WHEREAS, The people will best be served through a bipartisan, balanced review of state taxing and spending patterns;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That the Senate and the House of Representatives jointly form a Tax and Spending Reform Task Force for the purpose of reviewing state tax and spending issues; and

          BE IT FURTHER RESOLVED, That the task force shall consist of ten members, two to be appointed by each caucus in the House of Representatives and in the Senate, and two to be appointed by the Governor; and

          BE IT FURTHER RESOLVED, That the task force shall meet within one week after the close of the 1989 regular legislative session, and meet at least weekly thereafter, unless an exception to the schedule is approved by two-thirds of the task force members; and

          BE IT FURTHER RESOLVED, That the task force shall endeavor to reach agreement on a comprehensive tax and spending proposal; and

          BE IT FURTHER RESOLVED, That, should the task force be successful in reaching agreement, the task force would submit its report to the Governor and the leadership of the House of Representatives and the Senate for consideration of a special legislative session that could then be called for the purpose of considering the tax and spending reform proposal for placement on the 1989 general election ballot; and

          BE IT FURTHER RESOLVED, That the task force shall terminate no later than July 1, 1989.
