WHEREAS, It is the desire of the legislature to bring coherence and order to fish and wildlife license, permit, and stamp policies and practices; and

          WHEREAS, It is also the desire of the legislature to develop a rational policy for considering free, reduced price, and exemptions to licenses, permits, and stamps; and

          WHEREAS, The Wildlife Commission is currently conducting a study of the Department of Wildlife's license, permit, stamp and related policies and procedures, and that study should be a starting point for legislative study;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That a joint select committee on fish and wildlife licenses be established, to consist of eight members, two from each caucus of the Senate, appointed by the President of the Senate; and two from each caucus of the House of Representatives, appointed by the Speaker of the House of Representatives; and

          BE IT FURTHER RESOLVED, That the committee shall examine the state's policies and practices regarding fish and wildlife licenses, permits, and stamps, and the provision of free, reduced price, or exemptions to licenses, permits, and stamps, including the report of the Wildlife Commission; and shall develop specific recommendations on how state policy and practice should be modified to bring about greater coherence and order; and

          BE IT FURTHER RESOLVED, That the committee shall recommend a procedure for assuring rational examination of any proposed free, reduced price, or exemption to licenses, permits, and stamps; and

          BE IT FURTHER RESOLVED, That the committee shall establish an advisory group of all interested parties and have access to and the assistance of legislative staff and employees of state agencies as necessary to perform the study and develop recommendations, and shall report to the legislature before the 1990 session.
