TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, Nearly thirteen percent of the state of Washington is presently preserved in state and federal parks and wilderness areas.  The addition of more rivers to the federal wild and scenic rivers system would further erode the economy and resource base of our state; and

          WHEREAS, Substantial private lands will be affected by an omnibus wild and scenic rivers bill, infringing on the rights of our citizens and on the sovereignty of the State of Washington; and

          WHEREAS, The Senate and the House of Representatives of the State of Washington opposes the erosion of our economy and resource base, and opposes the erosion of the rights of our citizens and of the sovereignty of the State of Washington;

          NOW, THEREFORE, Your Memorialists respectfully pray that Congress refrain from considering or passing legislation adding Washington state land or rivers to the nonmulti-use federal lands, and refrain from imposing federal restriction and threat of condemnation on the citizens of the State of Washington.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
