TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

          WHEREAS, A state has the constitutional power to impose a tax on income that is earned in that state regardless of the residency of the recipient; and

          WHEREAS, Persons who have retired in Washington state are being forced to pay income taxes on their retirement income to the state from which they came; and

          WHEREAS, Many retirees with modest means are unexpectedly receiving large bills for back taxes; and

          WHEREAS, These retirees have no representation in the Legislatures of the states from which they came; and

          WHEREAS, Federal Congressional action is the most effective means to deal with this problem; and

          WHEREAS, Several bills have been introduced in Congress to permit the taxation of pension income only by the state of residency;

          NOW, THEREFORE, Your memorialists respectfully pray that support by given for the successful passage of H.R. 1227, sponsored by Representative Vucanovich; S. 434, sponsored by Senator Reid; or any other similar legislation which permits the taxation of pension income only by the state of residency.

          BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
