TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Foreign pulp and paper products imported into this country may be manufactured by processes and to standards that do not meet United States' standards for the environment; and
WHEREAS, The weaker quality standards and regulations protecting the environment that are employed in many countries place domestic paper manufacturers at a severe competitive disadvantage; and
WHEREAS, Our nation should be more concerned about obtaining a level playing field for our manufacturers; and
WHEREAS, Low chemical component standards have a detrimental impact on the global environment; and
WHEREAS, These problems must be addressed at the national level of government;
NOW, THEREFORE, Your memorialists respectfully pray that legislation be initiated to require that imported bulk paper stock be required to meet the same stringent standards that domestically produced bulk paper must meet.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
