WHEREAS, The relationship of employers and employees in the public sector is of vital public interest; and

          WHEREAS, The stated intent of the Public Employees' Collective Bargaining Act is to promote the continued improvement of the relationship between public employers and their employees; and

          WHEREAS, The stated intent of the Public Employment Labor Relations Act is to achieve more efficient and expert administration of public labor relations; and

          WHEREAS, The Public Employees' Collective Bargaining Act was adopted in 1967, and the Public Employment Labor Relations Act in 1975; and

          WHEREAS, Employer-employee relations are not static, and it is in the public interest to provide a forum for the review and evaluation of these acts as to their continuing effectiveness in meeting their stated intent to improve employer-employee relationships within the public sector;

          NOW, THEREFORE, BE IT RESOLVED, By the Senate of the state of Washington, the House of Representatives concurring, That a legislative task force on public employee collective bargaining be established as a means of furthering and improving employer-employee relationships within the public sector.  The task force shall study the operation of the Public Employees' Collective Bargaining Act, chapter 41.56 RCW, except as that act applies to uniformed personnel under RCW 41.56.430 through 41.56.910, and the administration of that act by the Public Employment Relations Commission pursuant to chapter 41.58 RCW; and

          BE IT FURTHER RESOLVED, That the task force consist of ten members, two of whom shall be senators, representing the majority and the minority, appointed by the president of the senate; two of whom shall be representatives, representing the majority and the minority, appointed by the speaker of the house of representatives; three of whom shall represent public employees as defined in RCW 41.56.030, appointed jointly by the president of the senate and the speaker of the house of representatives; and three of whom shall represent public employers as defined in RCW 41.56.030, appointed jointly by the president of the senate and the speaker of the house of representatives.  In addition, the public employment relations commission shall cooperate with the task force and maintain a liaison representative, who shall be a nonvoting member; and

          BE IT FURTHER RESOLVED, That the task force report its progress and status to the legislature at the regular session of the legislature held in 1990, and its final findings and recommendations to the legislature at the regular session of the legislature held in 1991.
