The House was called to order at 10:00 a.m. by the Speaker (Representative Horn presiding). The Clerk called the roll and a quorum was present.
Representative Horn called on Representative Radcliff to preside.
The flag was escorted to the rostrum by a Sergeant at Arms Color Guard, Pages Sarah Huizinga and Patrick Maguire. Prayer was offered by Pastor Dr. Gary Gulbranson, Westminster Chapel, Bellevue.
Reading of the Journal of the previous day was dispensed with and it was ordered to stand approved.
Representative Chandler: Thank you Madam Speaker. Ladies and Gentlemen. I'll try to do this as best as I can. As many of you know from the Newspaper reports we had a very big tragedy happen in Moses Lake Friday. Tragedy that has hit the whole community and shocked everyone of us that we would of never of thought something like this would happen in Moses Lake. Unfortunately, Friday afternoon a young 14 year old man walked into one of the classrooms and began to shoot. He shot two students and also shot the teacher, wounded another student who is now in the hospital in intensive care.
It's unknown what the motives were. He was a straight A student. Although we don't know what the motives are around the circumstances, I would have to tell you when I was home this weekend I've never seen people react in Moses Lake as they have over this. Every council that is possible is trying to work with not only the students, the teachers, the faculty, the principle, the vice principle but the community as a whole are coming together to console each other. Through this whole thing though there is one hero that need's to be mentioned and that is the Physical Education teacher, John Lane who had the courage to go into the room when he saw that there could be more damage done, was able to stand up behind a table and start talking with the young man and eventually get close enough to where he could wrestle the gun away from the kid and the kid was arrested. It's truly a tragedy that happened there, the only thing that can happen now is by God's grace that is we all pull together and try to come to some common ground as to what has happened. I would ask that Madam Speaker, that this body would mind standing for a moment of silence for what happened.

Members may recall that we have been in this neighborhood before. On March 14, 1995 the Speaker ruled that a similar amendment, amendment 315, was within the scope and object of Substitute House Bill No. 1645.
The title of the bill is "AN ACT Relating to transportation planning"
The title is broad. The bill amends several sections of chapter 36.70A. RCW and adds a new section to chapter 47.06 RCW.
Amendment 46 to Second Substitute House Bill No. 1645, like last years amendment to Substitute House Bill No. 1645, would add "airports that have scheduled air services" to the list of transportation facilities and services declared to be of state wide significance. The Speaker finds that amendment 46 is within the scope of the broad title of Second Substitute House Bill No. 1645.
While the title of the act and its scope remains broad, there can be no question that the object of Second Substitute House Bill No. 1645 is specifically more narrow than was the object of Substitute House Bill No. 1645. Second Substitute House Bill No. 1645, which the members of this house adopted to replace Substitute House Bill No. 1645, specifically provides that this act does not apply to airport facilities and services. The bill report says in comparing the Second Substitute bill with the first substitute bill, "Airports are excluded from the bill...".
The Speaker finds that amendment 46 attempts to add to Second Substitute House Bill No. 1645 that which is specifically excluded from Second Substitute House Bill No. 1645.
