      The Senate was called to order at 10:00 a.m. by President Owen. The Secretary called the roll and announced to the President that all Senators were present except Senators Deccio, Finkbeiner and Hargrove. On motion of Senator Hale, Senator Deccio was excused. On motion of Senator Franklin, Senator Hargrove was excused.

      The Sergeant at Arms Color Guard, consisting of Pages Abigail Mehrtens and Mike Sansburn, presented the Colors. Reverend Joan Anthony, pastor of St. Benedict's Episcopal Church of Lacey, offered the prayer.

      On motion of Senator Johnson, the reading of the Journal of the previous day was dispensed with and it was approved.

      WHEREAS, It is of paramount importance to establish cutoff dates for the consideration of legislation during the 1998 Regular Session of the Fifty-Fifth Legislature;

      NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That the following cutoff dates apply to all bills, memorials, and joint resolutions with the exception of budgets, matters necessary to implement budgets, initiatives to the legislature, and alternatives to initiatives to the legislature;

      Friday, February 6, 1998, the twenty-sixth day, shall be the final day to read in committee reports in the house of origin with the exception of reports from the Senate Ways and Means and Transportation Committees and House fiscal committees;

      Tuesday, February 10, 1998, the thirtieth day, shall be the final day to read in Senate Ways and Means and Transportation Committees and House fiscal committee reports in the house of origin;

      Tuesday, February 17, 1998, the thirty-seventh day, at 5:00 p.m., shall be the final time to consider bills in their house of origin;

      Friday, February 27, 1998, the forty-seventh day, shall be the final day to read in committee reports on bills from the opposite house with the exception of reports from the Senate Ways and Means and Transportation Committees and House fiscal committees;

      Monday, March 2, 1998, the fiftieth day, shall be the final day to read in Senate Ways and Means and Transportation Committees and House fiscal committee reports on bills from the opposite house; and

      BE IT FURTHER RESOLVED, That after 5:00 p.m. on Friday, March 6, 1998, the fifty-fourth day, neither house may consider any bills, memorials, or joint resolutions except initiatives to the legislature and alternatives to such initiatives, messages pertaining to amendments, matters of differences between the two houses, conference and free conference reports, and matters incident to the interim and to the closing of the business of the 1998 Regular Session of the Legislature.
