             The House was called to order at 10:00 a.m. by Speaker Ballard. The Clerk called the roll and a quorum was present.

 

             The flag was escorted to the rostrum by a Sergeant at Arms Color Guard, Pages Alexander Wang and Allison Dellwo. Speaker Ballard led the Chamber in the Pledge of Allegiance.              (c) In determining whether, under RCW 34.05.570(2)(c), a rule exceeds the agency's statutory authority, the court must also consider whether the rule exceeds the limited delegation under subsection (1) of this section."
