The Senate was called to order at 9:00 a.m. by President Owen. The Secretary called the roll and announced to the President that all Senators were present except Senators Finkbeiner, Hargrove, Kohl-Welles and Swecker. On motion of Senator Eide, Senator Kohl-Welles was excused. On motion of Senator Honeyford, Senators Finkbeiner and Swecker were excused.

WHEREAS, Kelly Bausch was a beloved friend, colleague and twenty-year member of the Senate family; and
WHEREAS, A Washington native and graduate of Tumwater High School, Kelly started working in the Washington State Senate Supply Office in 1979, where he eventually became Senate Supply Manager; and
WHEREAS, Kelly characterized “Radar” from the TV series M*A*S*H: With humility and dedication, he could anticipate and serve the needs of others while maintaining a quiet and gentle presence in a tough front-line job; and
WHEREAS, Presession activities were his specialty; “Call Kelly!” was often said in exasperation, sometimes in the hope of a quick fix or in the knowledge that only Kelly could be relied on for the right action at the right time; and
WHEREAS, In his typically unselfish nature, Kelly handled the dinner for the first Senate Scramble and picnic – waiting in Millersylvania Park for hours, just to save a spot for the day’s participants; and
WHEREAS, His love for his family radiated in his demeanor whenever Kelly talked about Tami, his loving wife of seventeen years, and their sons Kenny and Zachary; and
WHEREAS, He loved spending time with his family and became involved in his son’s various organized sports – in particular, Little League football; and
WHEREAS, Kelly was a sportsman who loved fishing, playing cribbage and participating in the Senate volleyball tournaments; and
WHEREAS, On January 16, 2002, Kelly Bausch ended his fight with cancer at his home, surrounded by loving friends and family; and
WHEREAS, Kelly, will forever remain in our hearts – gone but not forgotten.
NOW, THEREFORE, BE IT RESOLVED, That the Washington State Senate celebrate the life of our colleague, Kelly Bausch, and recognize his devotion to public service; and
BE IT FURTHER RESOLVED, That copies of this resolution be immediately transmitted by the Secretary of the Senate to the Bausch family.
REMARKS BY SENATOR SNYDER
Senator Snyder: “Thank you, Mr. President. As I look back over the years at my time as Secretary of the Senate, I believe one of the wisest moves I ever made was to hire Kelly to work in the Supply Room. At the time Kelly was hired, the person in charge of supplies was Vern Sawyer, who was the Reader in the Senate at that time, also. I think under the good guidance of Vern, Kelly was able to grow and become an outstanding employee of the Senate.
“I think the resolution mentioned ‘Call Kelly’ and I don’t think there is a member of the Senate or a member of the staff, that at some time didn’t say ‘Call Kelly.’ He was always reliable; he always got the job done and he always bent over backwards to accomplish that. I think his work was exemplified by the word ‘service.’ He was dedicated to his job; he was dedicated to serving the members of the Senate, the members of the staff and he did so with great enthusiasm for his work. You know, there are a lot of things that make this place work. It is not only our actions here on the floor, but it is everybody that participates in the process. He, being our supply man, kept our supplies and kept our equipment running. All the other vast things that were under Kelly’s domain certainly helped to keep this place operating like it should. Not only did Kelly do the work, but he passed that same enthusiasm and understanding on to the members of his staff that worked for him.
“As we all know, Kelly was very proud of his wife and his two boys, Kenny and Zachary. He enjoyed spending time with them, and I was told that he always enjoyed setting off the fireworks with them during the Fourth of July Celebration–and could hardly wait for that event to get here. I know I speak for everybody in the Senate and on the staff and the people that supplied Kelly with his supplies–the outside people--when I say he really will be missed around here.
“Our love for him will last forever and our memories of him and all the good deeds will last forever, also. Our heartfelt thanks go to Tami, Kenny and Zachary and his parents and all the family members that he has. Kelly, you will be missed, but you won’t be forgotten.”
REMARKS BY SENATOR WEST
Senator West: “Thank you, Mr. President, and members of the Senate. Kelly was not only a good employee, but a good friend, as well. I can remember many times–my first visit to the Senate as a Senator came in eighty-seven. Having been a junior House member, you know we didn’t get much in supplies, yet alone anything else. Coming to the Senate and meeting Kelly and developing a friendship with him over the years. There were times when I would just go down to the supply room and go in his office and sit on his couch and just talk–about anything. He was always a good friend. Of course, I usually walked out of the supply room with a new piece of furniture or a new special kind of stuff I needed for my office. He was always happy to oblige–go the extra mile to figure out how to take care of not just me, but all the Senators.
“I think he was also a special friend to the staff–the entire staff. I think their love and respect for him was demonstrated this year when they had an auction–kind of an impromptu auction. It raised more money than one could have possibly dreamed. It wasn’t a huge amount of money, but certainly more than what was set out to do. It showed their love and support for the family, too. We will miss him!”
REMARKS BY SENATOR HALE
Senator Hale: “Thank you, Mr. President. Ladies and gentlemen of the Senate, you know, I am sure all of you who knew Kelly as I did, knew that he was a man with an attitude. That attitude was always positive. He always had a smile on his face, and he was a miracle worker. When people would say, ‘Well you can’t have this or you can’t have that,’ somehow or another, Kelly made you feel like it was the most important thing he had to do to help you and he did. He always found a way to do those things that were very insignificant, but really meant a lot to us in our everyday life in the office.
“Weren’t we lucky to have had the opportunity to work with a person like Kelly? I also convey my thanks and my appreciation to the members of his family.”
REMARKS BY SENATOR COSTA
Senator Costa: “Thank you, Mr. President. I also want to join in remembering Kelly. When I first came to the Senate four years ago, I made it a point to introduce myself and get to know the folks in the supply room–the folks that actually work behind the scenes, because they are the ones who do the most work around here, even though we think we do it. Kelly really was always there. Whenever something was wrong, we just would call and he was available, as were his staff. I realize how important Kelly was to everyone. Last session, I waited almost all session to get a new chair, because everybody was waiting for Kelly. Kelly was going through treatments and wasn’t here and we just had to keep waiting. It finally came through when Kelly came back and we were able to get the chair.
“It is always very difficult to say ‘goodbye’ to a good friend. This morning was one of my mornings of missing my mom and so I didn’t know whether I would be able to talk about Kelly, but I want you to know that while you will miss him, there will still be a lot of good days and there will be days when you just want to take a moment and reflect on all the joy that he brought into our lives. So, I wish his family well. I want you to know how much we loved Kelly, as well. Remember what Chief Sealth said, ‘There is no death, only a changing of the worlds.’”
REMARKS BY SENATOR DECCIO
Senator Deccio: “Those of you who have ever been in my office know that I use an IBM typewriter, because my handwriting is horrible. When I came back in 1993, I asked Kelly to get me an IBM–and he kept me in IBM typewriters. I know he had to scrounge–put pieces together--because they are on the endangered species list. Finally, he told me, ‘Alex, you are just going to have to go out and rent one.’ Unfortunately, last year I did have to rent one.
“I knew Kelly when I first came here to the Legislature and he was a rare guy. Whoever compared him to the MASH character was right on. I think people like that, we just don’t replace. Thank you.”
REMARKS BY SENATOR FRASER
Senator Fraser: “Thank you, Mr. President, and members of the Senate. I will miss Kelly in several ways. First of all, as has been so well said, as a dedicated member of the Senate Staff. He really made things hum–made things happen. I am glad the resolution refers to ‘Call Kelly,’ because that is what we all would say–‘Call Kelly or go see Kelly.’ He made it happen.
Secondly, many people in our community will miss him. He spent his life in the Olympia area, the Tumwater area, and in the Lacey area, and he will be missed so much by people around here. Finally, my heart, particularly, goes out to his family–many of whom live in my district. They will miss him most of all, but we will always have love and fond memories of him and his life will always be part of our lives.”
REMARKS BY SENATOR McCASLIN
Senator McCaslin: “Thank you, Mr. President. When you lose somebody, many thoughts come into your head. When you lose somebody with cancer, thoughts come into your head. I lost my wife with cancer and, of course, now I have lost a good friend. One of the things that they never write about in politics are the wonderful people you meet, both staff and fellow Senators. It always brings back so
many memories and I know you are all touched by people you lose. I lost a good friend when I lost Kelly. I had been working with him for years and years and ‘Call Kelly’ was kind of the key word around here. We will miss him terribly, not only as a coworker, but as a dear friend. May God Bless him!”
REMARKS BY SENATOR SHIN
Senator Shin: “Thank you, Mr. President. I, too, rise in support of this resolution. I remember Kelly. You know, coming from a different culture, coming from a very solemn, ostentatious chamber such as this, coupled with my personal personality, I am kind of a quiet guy. I don’t speak unless I have to. Kelly was a person who opened up with a big smile and would say, ‘What can I do to help you, Senator?’ That really made my day. Not only that, I think from him, I learned a lesson. If I could be more courteous to people–gentle, sincere--which is a very important part of a character, which he taught me. So I learned a great lesson from him. I think it is a great lesson we could all learn from him. He exemplified as a role model for the working in the Senate Chamber and also in the employee situation. Thank you for giving me this opportunity.”
REMARKS BY SENATOR RASMUSSEN
Senator Rasmussen: “Thank you, Mr. President. Well, I too, would like to share with this resolution to remember Kelly. I remember Kelly everyday that we are down here in Olympia. We only have to look around in our offices and everyplace, there is always that memory that memory of Kelly. When I came here about nine years ago, I told him that I needed shelves. I know that he told his family that there is a crazy Senator down there with lots of ‘stuff,’ and she wants shelves. Just go into my office, if you haven’t been in there, and you will see there is so much of what I call ‘treasures’ that one might call ‘junk.’
“When the earthquake happened, I thanked my lucky stars for Kelly, because I didn’t lose a single shelf. I just look around every day and I know Kelly is saying, ‘Wow, see, I did put them up good.’ So, I remember him, because he smiled and he was there. What a sweet, sweet, nice, nice man. Thank you to his family for sharing him with all of us, because we appreciated him and we loved him, too.”
REMARKS BY SENATOR OKE
Senator Oke: “Thank you, Mr. President. It is a difficult day for all of us, especially when we see somebody who is so young go so early. Kelly and I had a special bond together. He wore a back brace. I had back surgery many years ago. Every time I saw Kelly, my question was, ‘How’s the back?’ With a smile, he always said, ‘Okay.’ Even when the back wasn’t the main problem, he still had a smile.
“I had the opportunity to know that Kelly has a special relationship with the Lord. I have no doubt this is a celebration. We know that he is with the Lord for eternity, and he is away from pain and suffering. I lost a brother when he was twenty-one to leukemia, and for many years I held bitterness in my heart against the Lord for that. Then one day, a wise person came to me and said, ‘You know, Bob, for some reason, one that we will never understand, the Lord will reach down and pluck a rose before it starts to whither.’ That was peace and comfort for me and I pray that will be peace and comfort to you.”
The President declared the question before the Senate to be the adoption of Senate Resolution 8747.
