At 12:00 noon, pursuant to law, the Senate of the 2012 Regular Session of the Sixty-Second Legislature of the state of Washington assembled in the Senate Chamber at the State Capitol. President Brad Owen called the Senate to order. The Secretary called the roll and announced to the President that all Senators were present with the exception of Senators Benton, Delvin, Holmquist Newbry, Kohl-Welles and Stevens.
The Sergeant at Arms Color Guard consisting of Army National Guard, Sergeant Henry PoChing, Specialist Jacob Smalser, Specialist Russell Phillips and Specialist Karl Baker presented the colors. Reverend George Anne Boyle of the St. Benedict Episcopal Church of Lacey offered the prayer.

President Owen: “Every year we are privileged to have the Lake Fair Queen welcome us on the opening day of the legislative session. I am pleased to ask Michaela Kier, this year’s Lake Fair Queen, to say a few words.”

REMARKS BYMISS MICHAELA KIER
Michaela Kier: “Mr. President, ladies and gentlemen of the Senate. Welcome to the Sixty-Second Washington Legislature. It is an honor and privilege to be here today. My name is Michaela Kier and I am the 2011 Capital Lake Fair Queen, I presently attend Northwest Christian High School. Thinking back to your elementary school years, what images come to mind? I’m sure everyone’s memories are as unique as each individual here, yet most everyone’s recollections are held within the common frame work of each day leaving home to attend school within a class room. During my elementary and junior high school years I was privileged to have experienced the somewhat unusual adventure of being home schooled. I entered full time formal education in my sophomore year of high school. One distinction that separated my schooling of that of the standard class room was the freedom I was given to imagine and create. My younger brother and I entered the world of history through reading books written on historical times or people. We spent countless hours exploring the woods behind our home re-enacting history lessons complete with homemade costumes and constructed castles or forts. Science always included nature walks, here we discovered and collected plant and insect samples later to be researched analyzed and recorded in our nature books. Drawing, poems and notes were often written within these pages. Any interest my brother or I had we were encouraged to comprehensively research, study and master. Curiosity was a thing to be satisfied not stifled or boxed in. It didn’t occur to us to be intimidated or doubtful of our ability to do or learn anything. Added to this, our home was always open to others. I grew up with people constantly in and out. Alongside my parents we learned to cook for the homeless and clean for the elderly. As a part of my education I learned to focus on others and as a result I experienced joy. During those years we traveled to twenty-eight states, visiting historical places of interest, exploring our great country. We learned to play musical instruments, we rode horses, played sports, traveled abroad and sailed the San Juan Islands. My home school years were unique, full of adventure and possibility. I was not given a box to fit into, but rather I was given wide open windows to see and experience life through. As adults all of us can make choices to live outside of boxes, we can open wide new or overlooked windows of thought, opportunity and creative possibility. Equipped with these and the willingness to serve we can then confidently enter the adventure called 2012. God Bless you and God Bless the state of Washington.”

It is with great satisfaction and pride that the Washington State Redistricting Commission submits the final 2011 Washington State Redistricting Plan. The Commission unanimously adopted this plan for new legislative and congressional districts on January 1, 2012.
In finalizing the plan, the 2011 Commission worked closely with the county auditors of the state to ensure that any accidental errors and omissions that could be a problem for elections administration were corrected. The resolution that we signed in adopting this report gives further instruction to the auditors for making minor adjustments to the boundaries, if necessary, when the plan is finalized.
It has been a pleasure to serve on the 2011 Commission, and an honor to take part in this truly bi-partisan process on behalf of the people of Washington State.
