The director may appoint a designee, or designees, to preside over hearings in adjudicative proceedings that may result in the denial, restriction, suspension, or revocation of a driver's license or driving privilege, or in the imposition of requirements to be met prior to issuance or reissuance of a driver's license, under Title
46 RCW. The director may delegate to any such designees the authority to render the final decision of the department in such proceedings. Chapter
34.12 RCW shall not apply to such proceedings.
