A health care service contractor which provides foot care services shall not exclude any individual doctor who is licensed to perform podiatric health care services from being a participant for reason that the doctor is licensed under chapter
18.22 RCW. Rejections of requests by doctors to be participants must be in writing stating the cause for the rejection.
