(1) An owner who sells or transfers a manufactured/mobile home community and willfully fails to comply with RCW
59.20.325,
59.20.330, or
59.20.305 is liable to the state of Washington for a civil penalty in the amount of $10,000. This penalty is the exclusive state remedy for a violation of RCW
59.20.325,
59.20.330, or
59.20.305.
(2) The attorney general may bring a civil action in superior court in the name of the state against a landlord under this section to recover the penalty specified in subsection (1) of this section.
