You can serve youth enrolled in the EFC program if you meet the requirements in WAC
110-90-0010 through
110-90-0200. The youth enrolled and participating in the EFC program are considered children only for the purposes of the dependency. Otherwise the youth has the legal status and legal rights of an adult. The youth is responsible for their actions, including:
(1) Purchases;
(2) Driving;
(3) Traveling; or
(4) Financial obligations.
