Local jurisdictions within which flood control maintenance projects are located, must be engaging in flood plain management activities. Under chapter
86.26 RCW the director of the department of ecology must approve the flood plain management activities of the county, city, or town that has jurisdiction over the area where the project will be located. To be eligible for FCAAP funding the local jurisdiction must be required to:
(1) Participate in the National Flood Insurance Program (NFIP) and meet all of the NFIP requirements.
(2) Restrict land uses within the meander belt or floodway of rivers to only flood compatible uses. Where applicable, adopted shoreline management master programs will be considered a minimum land use measure.
