(1) The department will review general sewer plans, engineering reports, plans and specifications, and operation and maintenance manuals for domestic wastewater facilities to determine whether the proposed facilities will be designed, constructed, operated, and maintained to meet effluent limitations and other requirements of an NPDES or state waste discharge permit, if applicable, and to meet the policies and requirements of chapters
90.48 and
90.54 RCW pertaining to prevention and control of pollution of waters of the state.
(2) In addition to the above, the department will review documents submitted under this chapter to determine whether they are reasonably consistent with the appropriate sections of the state of Washington, "Criteria for sewage works design."
