Notwithstanding any provision of this chapter, the department may enter into contracts with any individual, firm, association, or corporation to conduct certification, training, testing, and recertification under this chapter. Provided, that such individual, firm, association or corporation, and the certification, training, testing and recertification conducted under such contract, comply with chapter 70.95D RCW and this chapter, and any other applicable state or federal laws.
