Applicability.

This chapter applies to producers that offer for sale, sell, or distribute in or into Washington state:
(1) Beverages in plastic containers;
(2) Plastic trash bags;
(3) Household cleaning products in plastic containers; or
(4) Personal care products in plastic containers.
