May the department audit the records of a plumbing contractor?

Yes, for any reason, but not limited to: Dispatching, ratio, supervision, excessive hours, and certification. The department may audit the records of plumbing contractors as authorized under RCW 18.106.320 when the department has reason to believe that a violation of the plumbing certification laws has occurred.
