A biological, adoptive, de facto, or foster parent, step-parent, or legal guardian of an employee's spouse or an employee's registered domestic partner or a person who stood in loco parentis to an employee's spouse or to an employee's registered domestic partner when the employee's spouse or the employee's registered domestic partner was a child. A person who had day-to-day responsibilities to care for and financially support the employee's spouse or the employee's registered domestic partner when they were a child is considered to have stood in loco parentis to the employee's spouse or to the employee's registered domestic partner.
