In the use of telecommunications equipment, neither TAS nor contracted qualified service providers offer:
(1) Replacement batteries for any telecommunications equipment, except for deaf-blind equipment;
(2) Replacement paper for TTYs;
(3) Replacement light bulbs for signal equipment; or
(4) Payment of the client's telephone bill.
