These rules are adopted pursuant to chapter 50, Laws of 1980, entitled smoke detection devices in dwelling units, and to RCW 48.48.140 to provide for the installation and maintenance of smoke detection devices inside all dwelling units (1) occupied by persons other than the owner, or (2) built or manufactured in this state.
