The department will conduct an investigation when:
(1) The reported circumstances fit the definition of abandonment, abuse, financial exploitation, neglect, or self-neglect as defined in chapter
74.34 RCW; and
(2) The alleged victim is a vulnerable adult as defined in chapter
74.34 RCW.
