The department may conduct enforcement activities that include, but are not limited to:
(1) Enter orders, including temporary orders to cease and desist, compelling any person to cease and desist from an unlawful practice, and to take such affirmative action as in the judgment of the department will carry out the purposes of this chapter;
(2) Enter charges for violations of chapter
18.44 RCW and chapter
208-680 WAC;
(3) Bring an action, with or without prior administrative proceedings, in the superior court to enjoin conduct or to enforce compliance with chapter
18.44 RCW, or any rule, regulation, or order of the department;
(4) Appoint a receiver or conservator to take over, operate, or liquidate any licensed escrow agent;
(5) Hold hearings;
(6) Make referrals to other regulatory or law enforcement agencies; or
(7) Under specific circumstances, take possession of the property and escrow business of a licensed escrow agent. See WAC
