(1) Entry. The commission has entered an order when all authorized persons have signed it as an official act indicating that the order is to be effective, and those persons or their designee have submitted the order to the commission's records center for service. Each order will state the date on which the commission enters it.
(2) Effectiveness. An order is effective when the commission enters it unless the order specifies a different effective date.

Service. The commission serves an order as provided in WAC
480-07-360. Each order will state the date on which the commission serves it. The service date of an order governs the determination of time limits for further administrative procedure or for judicial review.
