(1) The purpose of this chapter is to set forth requirements for the department of ecology's administration of the centennial clean water program, as authorized by chapter
70.146 RCW, Water pollution control facilities financing. This fund provides financial assistance to public bodies for statewide, high-priority water quality projects in the form of grants and loans through appropriation by the Washington state legislature.
(2) The centennial program may be used for the following purposes:
(a) To make grants and loans to finance the planning, design, and/or construction of water pollution control facilities; and
(b) To make grants and loans for nonpoint source pollution control management programs, including planning and implementing elements of the most current version of the
Washington's Water Quality Management Plan to Control Nonpoint Sources of Pollution, (ecology publication #
05-10-027).
