(1) The revolving fund is divided into three funding categories:
(a) Water pollution control facilities category: Seventy-five percent of the revolving fund will be available for facilities projects;
(b) Preconstruction category: Five percent of the revolving fund will be available for preconstruction category; and
(c) Water pollution control activities category: Twenty percent of the revolving fund will be available for the implementation of programs or projects established under the Washington's Water Quality Management Plan to Control Nonpoint Sources of Pollution.
(2) Forgivable principal.
(a) Additional subsidization in the form of forgivable principal loans may be provided at an amount equal to the maximum allowed by the act and/or a capitalization grant;
(b) Additional subsidization in the form of forgivable principal loans may be provided for eligible hardship projects, eligible green project reserve projects or project elements, and eligible preconstruction projects.
(3) If the demand is limited in any of the funding categories or to meet funding levels required in federal laws, the department can shift funds between the funding categories.
