(1) Early consultation with lead and nonlead agencies. Potential generators must arrange and attend a preplanning meeting with the lead and nonlead agency to determine the scope of the feasibility analysis, as well as other planning, permitting, or technical matters related to their intention to generate and distribute reclaimed water for use.
(2) Project application. When health is the lead agency, the generator must submit a project application and fee prior to health reviewing any document submittals required under this chapter, consistent with chapters
