(1) Ecology will develop an electronic database to ensure a secure and reliable method to track ERUs.
(2) The database must:
(a) Create and assign unique identifiers to ERUs;
(b) Track movement of ERUs, including:
(i) Transfers of ERUs between parties; and
(ii) Retirement of ERUs.
(c) Interface with other carbon registries or tracking systems, as possible.
