The authority for this chapter is RCW
28A.410.010 which authorizes the professional educator standards board to establish, publish, and enforce rules and regulations determining eligibility for the certification of personnel employed in the common schools of this state. This authority is supplemented by RCW
28A.410.210(6) which authorizes the professional educator standards board to specify the types and kinds of certificates necessary for the several departments within the common schools. (Note: RCW
28A.195.010 (3)(a) requires most private school classroom teachers to hold appropriate state certification with few exceptions.)
