(1) A coordinated water system plan shall be submitted to the department for design approval within two years of the establishment of external critical water supply service area boundaries.
(a) In its review of the coordinated water system plan, the department shall ensure that every topic in the guidelines identified in WAC
248-56-720 has been covered to the extent necessary based on the size and nature of the water system(s) and characteristics of the critical water supply service area.
(b) The department shall not approve those portions of a coordinated water system plan which fail to meet the requirements for future service area boundaries pursuant to WAC
248-56-730.
(2) The department shall either approve the coordinated water system plan, or respond within 60 days from the date the plan is received.
