A probable cause review shall be conducted by the board's designee within forty-eight hours of the board's receipt of the factual allegation(s) to determine whether probable cause exists to believe the violation or violations occurred. A written probable cause finding will be issued. If the hearing officer finds probable cause, the hearing officer will decide if the offender will be conditionally released or remain in custody pending further action by the board.
