Can DSHS withhold an undisputed overpayment amount from a current ICF/ID payment?

DSHS is authorized to withhold from an ICF/ID's current payment all amounts found by a preliminary or final settlement to be overpayments if they are not identified by the ICF/ID as overpayments and challenged in an administrative or judicial review.
