The fact finder shall establish a date, time, and place for a hearing. The fact-finding hearing is open to the public unless otherwise agreed by the parties. For good cause shown, the fact finder may adjourn the hearing upon the request of a party or upon the fact finder's own initiative. The parties may waive oral hearing by written agreement.
