(1) If the proceeding is remanded, the initial order will be rescinded and the reviewing officer(s) will describe, in writing, the reasons for the remand. Following remand, additional proceedings will be conducted as necessary to address the reasons for the remand.
(2) At the conclusion, the hearing officer will issue an initial order, which shall include all matters required by RCW
34.05.461(3). The hearing officer will serve the initial order to the parties, simultaneously and in writing. The initial order will include an explanation of how to request administrative review of the initial order and the time frame to do so.
(3) If an administrative review is not requested within twenty-one days of service of the initial order, the initial order shall become the final order.
