(1) The commission may require, on an annual basis, a special report from each common carrier that operated within the state during the prior calendar year. The report must be filed on or before the first day of May, to cover the operations of the prior calendar year. The report must include a statement on oath showing the common carrier's gross operating revenue from intrastate operations during the prior calendar year.

(2) Each common carrier must pay a regulatory fee at the time it files a report. The regulatory fee is 0.0025 times the stated gross operating revenue, unless that rate is reduced or waived by commission order.
