The purpose of this subchapter is to:

(1) Adopt processes and procedures for filers to use when submitting electronic forms and rates to the commissioner by way of SERFF.

(2) Designate SERFF as the method by which filers, including carriers and health care benefit managers, must submit all health care benefit management contract forms to the commissioner.
