Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The commission may consider amending this rule in order to make this WAC section clearer and to emphasize that the commission intends to provide full public access to public records.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.
Process for Developing New Rule: This rule was examined as part of the agency's rule review process. That process includes input from stakeholders who are part of a Rules Review Advisory Committee.

A public hearing on any proposed change will likely occur on Tuesday, May 25, 1999.
