]The Department of Social and Health Services is withdrawing WAC 388-550-5110 and
388-550-5120 filed under WSR 99-09-087 on April 21, 1999. These rules were proposed in
anticipation that the legislature would pass certain budget bills to fund new hospital
disproportionate share programs. The necessary budget bills were not passed, so there is no need
