PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Establishing direct supervision, stamping and continuing education for on-site sewage treatment system designers required under chapter 18.210 RCW.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.210.050 and 18.210.060.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: 2SSB 5821, codified as chapter 18.210 RCW requires the department to develop and administer a licensing program for designers of on-site wastewater treatment systems. These rules will provide guidance on what constitutes direct supervision of subordinate employees, an official stamp or seal for the profession, and continuing education requirements as outlined in the statute.
