PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: WAC 388-478-0057, a new rule is being made to allow the department to make one-time adjustments at the end of the calendar year, if necessary to meet the mandatory spending floor as set by the legislature.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 74.08.090, 74.04.057.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: SSI state supplements are administered under the federal "total expenditure method." Under this payment method, changes in SSI caseload require adjustments to the state supplement, thus ensuring total spending does not increase nor decrease. This rule is necessary to allow the department to make one-time adjustments to SSI recipients at the end of a calendar year to meet the spending requirement and limitation.
