PREPROPOSAL STATEMENT OF INQUIRY

     Subject of Possible Rule Making: Administrative complaint procedure to comply with the Help America Vote Act of 2002, Public Law 107-252, 116 Stat. 1666 (2002).

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 29.04.080.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: To adopt an administrative complaint procedure so that Washington state can comply with the Helm [Help] America Vote Act and be in the position to receive federal funding.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:       Negotiated rule making.
