PREPROPOSAL STATEMENT OF INQUIRY

BATES TECHNICAL COLLEGE

     Subject of Possible Rule Making: Repeal grievances, WAC 495A-121-027 and to update and amend Student grievances, WAC 495A-121-090; Student grievance procedure, WAC 495A-121-091; Records, WAC 495A-121-092; Time limits on filing a grievance, WAC 495A-121-093; and Grievances excluded, WAC 495A-121-094.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.50.140.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The purpose of this rule making is to repeal and clarify for students, under student rights and responsibilities, the student grievance procedure. The revisions clarify time limits, add emphasis to an initial meeting with the grievant and the college employee, remove confusion about "complaints" and "grievances," and provides additional notice that student complaints of discrimination or sexual harassment are first submitted to the vice-president for student services.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Bates will notify the state board for community and technical colleges of this proposed change.
