PREPROPOSAL STATEMENT OF INQUIRY

     Subject of Possible Rule Making: Charter vessel license reciprocity.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.32.410.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The states of Oregon and Washington share a common water boundary in the lower Columbia River and providing for recognition of license reciprocity will allow Washington licensed charter vessel greater flexibility to fish in these in-common waters.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:      Agency study.

     Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication by contacting Phil Anderson, Special Assistant to the Director, 600 Capitol Way North, Olympia, WA 98504-1091. Contact by September 15, 2006. Expected filing date is September 20, 2006.
