PREPROPOSAL STATEMENT OF INQUIRY
EARLY LEARNING
Subject of Possible Rule Making: The department of early learning (DEL) is amending family home child care minimum licensing requirement, chapter 170-296 WAC, to clarify language, align with the quality rating and improvement system (QRIS), and address previous omissions.
Statutes Authorizing the Agency to Adopt Rules on this Subject: Chapter 43.215 RCW.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: DEL is amending family home child care licensing rules, chapter 170-296 WAC, to clarify the rules, align with the quality rating and improvement system, and address previous omissions. Minimum licensing requirements provide parents assurance that family home child care is a safe, healthy, nurturing early learning environment for their children.
Process for Developing New Rule: Negotiated rule making, DEL will use negotiated rule making to gather wide input on the new rules about licensed family home child care. On January 6 and 20 we will host two meetings where participants will design the negotiated rule-making process. We hope for a large turnout of parents, child care providers, and others with an interest in our children.
