PREPROPOSAL STATEMENT OF INQUIRY

EDMONDS COMMUNITY COLLEGE

     Subject of Possible Rule Making: Traffic rules.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.50.140.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Revision of parking rules, in order to be able to cite vehicles parked illegally in carpool spaces, overtime in a load-only zone, or in landscaped areas. Also clarifying and expanding on rules for visitor parking, parking permits, disabled parking and alternative transportation, such as; bicycles, electric scooters, skateboards, etc.

     Process for Developing New Rule: Written, verbal or e-mailed suggestions submitted to the vice-president for human resources.

     Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication. Interested parties can participate at a public hearing that will be held at a campus location. Notice of the public hearing will be posted in local and college newspapers. Suggestions can be given verbally, in written form or by e-mail to the vice-president for human resources at (425) 640-1647, e-mail at kbeem@edcc.edu, or by United States mail to Kathy Beem, Vice-President for Human Resources, Mailstop HUMRES, Edmonds Community College, 20000 68th Avenue West, Lynnwood, WA 98036-5999. Interested parties might include the general public, EdCC students, city of Lynnwood, or local police.
