NOTICE OF INTERPRETIVE OR POLICY STATEMENT


     Document Title: Docket UT-053025.

     Subject: In the matter of the investigation concerning the status of competition and impact of the FCC's triennial review remand order on the competitive telecommunications environment in Washington state.

     Effective Date: December 15, 2006.

     Document Description: The Washington utilities and transportation commission (commission) explains its interpretation of provisions of the Federal Communications Commission's (FCC) triennial review remand order, or TRRO, and accompanying FCC rules governing access by competitive local exchange carriers to high-capacity loops and transport in wire centers owned or controlled by incumbent local exchange carriers. The commission designates certain wire centers owned and controlled by Qwest Corporation and Verizon Northwest Inc. as nonimpaired, or ineligible for unbundled access by competing local exchange carriers. The commission entered an interpretive statement on October 5, 2006, and modified it by order entered December 15, 2006.
