PREPROPOSAL STATEMENT OF INQUIRY

     Subject of Possible Rule Making: Setting higher maximum bid amounts for sea urchin and sea cucumber license buy-back.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.70.150 and 77.70.190.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The sea urchin and sea cucumber license reduction programs are generating funds to reduce the number of licenses in these industries to make the industry more economically viable for the remaining participants. Interest in selling licenses has been low; raising the maximum price will increase this interest.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:      Agency study.
